The budget of the National Research Fund, which is to provide transparent grant funding for research, was planned to be slightly larger than last year (before sequestration) – 584 million hryvnias.

Instead of increasing the fund’s spending and accelerating science reform, the draft budget saved $ 500 million for the mysterious Presidential Fund for Education, Science and Sports, which appears in the budget for the third year and from which no one has been supported so far.

Academies of science – National and industry – have increased funding by an average of 30%, again to cover the growth of the minimum wage.

However, this growth is completely insufficient – funding for science remains unacceptably low.

As a result, the draft budget, in particular, its educational part, has three main issues:

Is it realistic and is not waiting for us next year, non-fulfillment of the revenue part and another sequestration? Will the funds, especially the Education Development Fund, be distributed in a transparent and equitable manner? When will they start funding science normally?

Members of the Trade Union of Educators and Scientists demand that the authorities provide the education sector with adequate funding and attention.

The corresponding address was accepted by delegates of the congress of the Trade union of workers of education and science which took place on December 17.

In particular, in the document the delegates of the congress of the trade union demand to provide education with expenses in accordance with Article 78 of the Law of Ukraine "On Education" of at least 7% of GDP and increase from January 1, 2021 salaries and wage rates of pedagogical, scientific and pedagogical and researchers at a factor of 1.5 instead of an increase, by government decree No. 822, which was postponed until December 31, 2021.

In addition, the delegates of the trade union congress demand to provide local budgets with an educational subvention in full with its distribution between the budgets of territorial communities and regional budgets depending on the actual, rather than estimated, number of classes in schools, vocational and higher education institutions.

The unions are also demanding that the authorities increase the minimum wage from July 2021 for public sector workers instead of postponing it until December 2021.

Another requirement of the union is the introduction of compulsory state insurance in the event of coronavirus disease in employees of educational institutions.

As you know, the Verkhovna Rada adopted the law "On the State Budget of Ukraine for 2021" on December 15.

In the State Budget for 2021, the Ministry of Education and Science envisages expenditures in the amount of UAH 139.5 billion, which is UAH 26.6 billion more than in 2020. Basically, these are funds to increase wages from January 1 by 20% and from December 1, 2021 – by 8.4%.

The Cabinet of Ministers has allocated 490 million for school buses

The Cabinet of Ministers will allocate UAH 490 million to local budgets for the purchase of school buses on co-financing terms in 2021.

According to the acting Minister of Education Sergei Shkarlet, the decision to redistribute funds is aimed at providing schools with buses, including equipped places for children with special educational needs and for the transportation of children and teachers living in rural areas.

"The decision to transport to general secondary education institutions is designed to ensure equal access to quality education for children in different regions and settlements of Ukraine," said Sergei Shkarlet.

According to the Ministry of Education, given the high cost of purchasing school buses, local budgets need additional government support each year to make such purchases.

In 2021, funds for the purchase of buses will be directed, in particular, through the distribution of 161.9 million UAH of the reserve of the educational subvention and the redistribution of balances under certain budget programs of the Ministry of Education and Science in the amount of 328.1 million UAH.

The purchase of school buses at the expense of the subvention will be carried out for public secondary schools in the following order:

basic secondary education institutions to be established during 2021, with the number of recipients of education (excluding their number in branches) at least 200 people; other support institutions of general secondary education with the number of recipients of education (excluding their number in branches) not less than 200 people; other general secondary education institutions with 100 or more students that are optimized / merged / reorganized or will be optimized / merged / reorganized during 2021 and have recipients of education who are required by law to be financing

In Zhytomyr, Kyiv, Poltava, Sumy, Cherkasy oblasts, procedures for using the state subvention for the purchase of school buses are still ongoing.

This is stated in the message of the Ministry of Education and Science.

According to c. and. at. Minister Sergei Shkarlet, the issue of organizing the transportation of children to schools is an important priority for the president, government and ministry.

"Funds have been allocated, I draw the attention of representatives of the regions to the need to accelerate tender procurement and timely development of the subvention for the purchase of buses," said Scarlett.

The Ministry of Education and Science reports that as of September 1, 2020, 49.8% of the distributed volume of the state subvention for the purchase of school buses was used. Procurement has been successfully completed, buses have arrived in educational institutions of 11 regions of Ukraine, purchases have been made and buses are being delivered to 8 regions, the relevant procedures are underway in 5 more regions.

In total, in 2020, within the framework of the educational subvention for the purchase of school buses, UAH 600 million is provided.

Currently, 340 units of equipment have been purchased, including 27 buses equipped with seats for children with special educational needs. Cash expenditures of the state budget in the amount of almost UAH 298 million, local budgets – more than UAH 116 million.

As of September 1, buses arrived in schools of Donetsk, Zakarpattia, Ivano-Frankivsk, Kirovograd, Lviv, Nikolaev, Odessa, Kharkiv, Kherson, Khmelnytsky and Chernivtsi regions.

Of these, only 6 oblasts – Ivano-Frankivsk, Kirovohrad, Lviv, Mykolaiv, Kherson and Chernivtsi – used 100% of the approved subvention.

Buses are currently being delivered in Vinnytsia, Volyn, Dnipropetrovsk, Zaporizhia, Luhansk, Rivne, Ternopil and Chernihiv regions.

Undermine the reform of the New Ukrainian School, curtail all new mechanisms for financing science, stop the modernization of vocational education and that’s not all – this is the government’s approach to the sequestration of the 2020 budget!

In 2018, the reform of school education started and was accompanied by real investments every year. The volume of various targeted subventions to school infrastructure in 2017 to UAH 1,009.5 million, in 2018 – UAH 2,509 million, and in 2019 – UAH 3,886.3 million. Practice has shown that this is the way to stimulate positive results, and not just "talk about supporting reforms."

The abolition in 2020 of the NUS subvention (UAH 1,500 million) for equipment and advanced training of primary school teachers is an undermining of confidence in the reform and the impossibility of its real implementation!

For the past two years, we have been working on new science funding instruments, including a grant funding from the National Research Foundation and a program to support priority research areas – sequestration cancels them!

In 2017, we introduced an annual subvention for the creation of vocational and technical training and practice centers, which modernizes the equipment in vocational education – sequestration cancels it!

In 2020, the changes in the remuneration of preschoolers and young teachers proposed by our government have failed. We decided to at least provide a subvention to support young teachers – sequestration cancels it!
